Belgian Former Minister and Delegates visit Jing’An Mayor

In a recent gathering hosted by the Benelux Chamber of Commerce in Shanghai, representatives from Shanghai’s Jingan District, the Consulate General of the Kingdom of Belgium in Shanghai and Mr. Rik Daems, former Belgian Minister engaged in productive discussions aimed at deepening Sino-Belgian ties. The event underscored the strong relationship between Jingan, one of Shanghai's most vibrant economic hubs, and the Belgian business community. What can we expect?

Dialogue, dialogue and… dialogue

As the Benelux Chamber has played a vital role being a connector, the aim was to bring together distinguished leaders from both sides in order to reflect on the importance of Sino-Belgian cooperation. Among the Belgian representatives were Rik Daems, Former Belgian Minister of Telecommunications, Public Enterprises and Participation; Pascal Buffin, Consul General of the Kingdom of Belgium in Shanghai; Frédéric Van Kerrebroeck, Consul of Political and Economic Affairs at the Consulate General of Belgium in Shanghai; Xu Yu Xin, Board Member of the Benelux Chamber of Commerce in Shanghai; Jonathan Xu, Deputy General Manager of the Benelux Chamber of Commerce in Shanghai; Kim Steen, Marketing Manager of the Benelux Chamber of Commerce in Shanghai; and Ruofeng Peng, China-Belgium Direct Equity Investment Fund Manager.


On the Chinese side, notable attendees included Zhai Lei, Mayor of Shanghai Jing'An District People's Government and Deputy Party Secretary of Jing’An District; Ke Qi, Director of the General Office of Shanghai Jing'An District People's Government; Long Fang, Director of Shanghai Jing'An District State-owned Assets Supervision and Administration Commission; Zhao Lantian, Deputy Director of Shanghai Jing'An District Commerce Commission; Wu Lianjiao, Deputy Director of Shanghai Jing'An District Investment Promotion Office; and Chen Jun, Chairman of Jing'An Investment Group.

Jing’An, the Centre of Shanghai

As one of Shanghai's most international districts, Jingan stands out with a 35% year-on-year growth in foreign-invested companies (FFI), making it a leading contributor to the city's economic landscape. Renowned for its thriving commercial environment, the district boasts Shanghai's highest per capita income and is home to a vast network of international brands, luxury retailers, and innovative tech firms. Jingan's strategic focus on sectors like cloud computing, big data, artificial intelligence, and blockchain has positioned it as a magnet for global talent and investment.

The district's economic prowess is matched by its cultural vibrancy. With iconic landmarks such as the 1,300-year-old Jingan Temple and the highest density of cafés in Shanghai, Jingan represents both a historical centre and a modern hub of innovation. For many European companies, including those from Belgium, Jingan serves as a prime gateway into the Chinese market.

How can we strengthen our ties while maintaining our values? 

The meeting emphasized opportunities for Belgian businesses to engage more deeply with Jingan's growing economy. Belgian representatives expressed appreciation for the district's openness to foreign collaboration and highlighted the mutual benefits of stronger ties. Discussions covered potential avenues for cooperation in key sectors such as life sciences, technology, and cultural exchange. Various Belgian companies were recognized as potential partners for innovative projects in the district. Yet, it’s important to adhere to our European values: transparency, sustainability, fair competition, and respect for consumer rights must continue to guide our partnerships, ensuring that deeper engagement is rooted in shared principles and long-term mutual respect.

Both sides expressed optimism for future cooperation, with Jingan representatives showcasing the district's commitment to supportive policies for foreign investors. This includes the launch of new incentives planned for early next year, aimed at further enhancing the business environment for international companies.

A beautiful example of cooperation is sister city project between Shanghai and Antwerp, marking its 40th anniversary this year. Plans for future delegations and cultural exchanges were discussed, with a view to solidifying this historic bond. Jingan's openness to new partnerships with Belgian cities was warmly received by both parties, signalling a promising path for expanded regional cooperation.

As both Belgian and Chinese stakeholders look to the future, the spirit of collaboration and mutual understanding remains at the forefront. With Jingan's commitment to economic growth and Belgium's innovative business landscape, the groundwork is set for a new chapter of exchanges.
